| Description | The Harmonised Index of Consumer Prices (HICP) is calculated according to a methodology harmonised with other EU Member States. HICP is used to measure inflation in the EU, to carry out comparisons between EU Member States, to implement the monetary policy of the European Central Bank, to calculate consumer price indices for the euro area and the European Economic Area, and to assess the compliance of EU Member States with the price stability criterion (under Article 140(1) of the Treaty on the Functioning of the European Union and Protocol No 13 on the convergence criteria). The dataset uses the European Classification of Individual Consumption According to Purpose (ECOICOP). The dataset covers all households in the country, including non-resident persons and visitors from abroad, and the consumer goods and services purchased by households. The statistical observation unit is consumer goods and services purchased by resident and non-resident households in trade and service enterprises and local units to meet individual consumption needs. The survey population of enterprises and local units includes trade and service enterprises and local units of all ownership forms, types and sizes (in 2023, the sample consists of about 4,400 selected enterprises and local units). The statistical population of goods and services consists of consumer goods and services purchased by households in the country’s economic territory (in 2023, the sample consists of 982 representative goods and services). The statistical population of households includes all households in the country, including institutional households, non-resident persons and visitors from abroad. The household sector covers all individuals or groups of individuals, regardless of where they live, their position in the income distribution, nationality or citizenship. The HICP covers households’ monetary consumption expenditure in the country’s economic territory. The HICP covers the entire economic territory of the country, which consists of the geographical territory administered by the national government where persons, goods and capital move freely. Lithuania’s economic territory in the HICP is represented by 18 territorial units (10 counties and 8 district centres) selected for price collection. Prices are collected in small, medium and the 5 largest cities, with populations ranging from 5.5 thousand (small towns) to 540 thousand (large cities). Prices of food products, non-alcoholic and alcoholic beverages and tobacco products are additionally collected in 10 rural locations. The base period is 2015 (2015 = 100).
