Description The dataset provides data from the Waste Managers State Register (ATVR). The register was established by Resolution No 896 of the Government of the Republic of Lithuania of 18-07-2012 “On the Establishment of the Waste Managers State Register, Approval of the Regulations of the Waste Managers State Register and Setting the Start Date of the Register’s Operation”. The register has operated since 1 May 2014. Before the establishment of ATVR, from 2004 data were managed in the Information System of Companies Managing Waste (ATĮR), and from 2014 they were transferred to the register. Since 2024 ATVR has been migrated to the Unified Products, Packaging and Waste Accounting Information System (GPAIS), whose purpose is to use IT tools to manage the processes of receiving and submitting datasets of products, packaging and waste accounting, reporting and other data, as well as monitoring and control of the submitted accounting data. ATVR registers companies that collect and transport waste, waste treatment companies, waste dealers and brokers, companies that store hazardous waste at the place of generation for more than 6 months, and companies that store non-hazardous waste at the place of generation for more than 12 months. Six tables are published in the dataset: 1. “Permitted Waste Quantities in the Integrated Pollution Prevention and Control / Pollution Permit for the Waste Management Site”. The table provides information on the quantities of waste allowed to be stored, prepared for use or disposed of at waste management sites, data on permits and waste managers who own the waste management sites, technological waste streams, and coordinates of the waste management sites. Data have been collected since 2004. 2. “Approved Registered Waste Managed by Waste Managers”. The table provides information on the types of waste approved for waste managers’ sites that may be collected, treated and subject to other operations, as well as the validity period of approvals, data on waste managers owning the sites, and coordinates of the sites. Data have been collected since 2005. 3. “Rights to Issue Documents Proving Waste Management”. The table provides information on rights granted to waste managers allowing them to issue documents, confirmations and certificates proving the management of product and/or packaging waste to waste managers involved in waste management, producers’ and importers’ organisations, producers and importers. Data have been collected since 2013. 4. “Municipal Waste Management Contracts”. The table provides information on municipal contracts concluded with waste managers, including information on both contracting parties, contract signing date, subject of the contract and name of the waste. In GPAIS, data on these contracts have been recorded since the functions of the Waste Managers State Register and GPAIS were merged, i.e. since 2024-05-10. The start date of contract validity is indicated when the waste manager registers the contract. The type “municipal contract” applies to contracts concluded by waste managers with a municipality or a municipality-authorised municipal waste management system administrator regarding the rights to carry out municipal waste collection (including treatment of mixed municipal waste) in the territory(-ies) of the municipality(-ies). 5. “Waste Classifier”. The table presents a structured list of wastes, including waste codes, information on parent wastes, hazardousness, and technological and statistical flows. 6. “Licences Issued to Producers’ and Importers’ Organisations (Unified Products, Packaging and Waste Accounting Information System and Waste Managers State Register Data)”. This table presents data on licences for organising the management of product or packaging waste from GPAIS, administered by the Environmental Protection Agency. The organisation of product or packaging waste management is licensed under the provisions of the Waste Management Act and the Rules for Licensing the Organisation of Product and/or Packaging Waste Management, approved by Resolution No 18 of the Government of the Republic of Lithuania of 11-01-2006. The table provides information on licences issued to producers’ and importers’ organisations, confirming their right to organise the management of product or packaging waste and, collectively on behalf of producers and importers (under a mandate or contract), to perform other duties set out in the Waste Management Act and the Packaging and Packaging Waste Management Act (excluding the obligation of producers and importers to register, keep accounts and submit accounting reports in the manner prescribed by the Government or its authorised institution). The table provides data on the type of licence, its holder, the issuing authority and date of issue. Data have been collected since 2006. Data provider – Environmental Protection Agency.
